Ari, if I remember correctly, doesn't Uantir have a unique policy? Like an open to anyone who posts kinda thing?

I'm not Ari, but I was involved with nations that had an "if you post, you're a citizen" rule.
Lead to much fun when enemies would post, and thus became cits.
These days and opt-out clause is a good idea.

opt-out clause? I'm thinking about making a law that states if you make over 10 posts and are not an enemy of the state then you are a citizen.

Great idea, except some countries have limits. (Shireoth? Tri-cit?).
You could decree a law that anybody who makes "x" posts "shall be considered a citizen unless they expressly decline" or something like that.

I don't think I'll make any citizenship limits.
But yes, If they decline then I'll not consider them citizens.
